Socotra Conservation and Development Program (SCDP)

Unità di Coordinamento, Supervisione
Unità costituita all’interno del Ministero della Pianificazione e Sviluppo dello Yemen, a Sana’a nel gennaio 2002, per assicurare la preservazione e lo sviluppo ambientale dell’arcipelago a lungo termine. L’Unità ha come principale finalità la guida, la supervisione, il supporto e la promozione di iniziative del Governo dello Yemen e di donatori stranieri nell’arcipelago di Socotra, mantenendosi in continuo contatto con tutti i partecipanti.

Obiettivi principali e aspettative dell’Unità di Coordinamento di SCDP

- Assicurarsi che i programmi di preservazione e sviluppo facenti riferimento al Decreto Presidenziale 275,2000 ed il conseguente Piano di Sviluppo (MOPD-EU) vengano regolarmente portati avanti dai partecipanti, sia a livello locale che centrale.
- Sostenere un comitato direttivo di alto livello che supervisioni l’attuazione del SCDP a livello centrale
- Sostenere e dirigere il Gruppo di Lavoro di Socotra a livello locale
- Sviluppare ed appoggiare un ciclo annuale di Pianificazione e Rapporti del SCDP
- Assistere Agenzie Governative, Donatori Internazionali e Organizzazioni Non Governative nell’individuazione e nella preparazione di nuove iniziative di sviluppo e conservazione nell’arcipelago.

- Copia del Decreto Presidenziale 275 e relative mappe
- Piano di Sviluppo dell’arcipelago (2000) e relativi rapporti di settore, mappe e nuove proposte di sviluppo
- Informative per tutti i principali partecipanti (Autorità locali di Socotra, Agenzie GOY coinvolte a livello centrale, Donatori, locali ed internazionali ONG, ecc.)
- Rapporti annuali di SCDP, informative, proposte di condutture, stampati.

Struttura e Partners
L’Unità di Coordinamento del SCDP è parte di YEM/01/003, programma del UNDP per la conservazione e lo sviluppo dell’arcipelago di Socotra, sostenuto dall’ambasciata Olandese e dal UNDP ed iniziato nel 2001 I principalim Partners sono: tutte le importanti Agenzie GOY con attività in Socotra con particolare riferimento al Ministero del Turismo e dell’Ambiente, le Autorità per la Protezione Ambientale, le Autorità di Socotra, il Governatore di Hadramawt, Autorità di Hadibu e di Qalansya. Il SCDP comprende un vasto numero di iniziative piccole e medie appoggiate dalla Nazioni Unite, dall’Unione Europea, Governi di Italia, Polonia; Germania, Francia, Gran Bretagna, Oman, Kuwait. Altri Partners hanno richiesto di aggiungersi nel sostegno dei programmi di sviluppo di questo tesoro dello Yemen, la parte tuttavia più povera del Paese, dove molto di deve ancora fare

Coordination Unit, Overview
To ensure the long-term preservation and environmentally sound development of the Archipelago, the Socotra Conservation and Development Program (SCDP) Coordination Unit was set-up within the Ministry of Planning and Development (MOPD), Sana'a, in January 2002. The Unit's main task is to guide, oversee and support the implementation of all conservation and development initiatives of the Government of Yemen and international donors in the Socotra Archipelago. The Unit's team is in continuous contact with all concerned stakeholders in the island and in the mainland.

Main Objectives and Expected Outputs of the SCDP Coordination Unit

- Ensure that the long-term conservation and development vision for the Archipelago, expressed in the Conservation Zoning Plan (Presidential Decree no. 275, 2000), and by the subsequent Development Masterplan (MOPD-EU), is implemented in collaboration with all stakeholders at local and central level.
- Support a high-level steering committee which will oversee the implementation of the SCDP at central level.
- Support and lead a SCDP Working Group in Socotra including all stakeholders at local level.
- Develop and support an annual SCDP planning and reporting cycle.
- Assist relevant Government Agencies, International Donors and NGOs in the identification and preparation of new development and conservation initiatives in the Archipelago.

Background and Partners
The setup of the SCDP Coordination Unit is part of UNDP project YEM/01/003, for the conservation and development of the Socotra archipelago, supported by the Royal Netherlands Embassy and UNDP. The Project started in mid 2001 and will extend until mid 2003. Main partners of the SCDP include: All relevant GOY Agencies with activities in Socotra and particularly the Ministry of Tourism and Environment, Environment Protection Authority, Island Development Authority, Governor of Hadramawt, Local Councils and Local Authorities in Socotra (Hadibu and Qalansya). The SCDP comprises a wide range of small and medium-scale initiatives supported by the UNDP, the European Union, the Global Environment Facility, the Governments of Italy, Poland, Germany, France, UK, Oman, Kuwait. Other partners are sought for joining in to support the conservation and sound development of this unique treasure of Yemen. So much still needs to be done in what is yet the poorest part of Yemen.
